Why won't she take care of her own hair...you know ,maybe some shampoo for starters.
Maybe have a few layers put in it or have it cut in a nice short sassy style and try a semi-permanent hair colour ( this has no ammonia in it so it's not as hard on the hair and it eventually washes out).
